A:
Approximately 2000 to 2100 feet per second and you lose about 50 feet per second velocity for every 1" that you reduce the length of the barrel.

Will the bolt in this upper reciever assembly clear an AK-47 magazine if I use it with an MGI modular lower reciever?

A:
No, it will not. A mil-spec AR-15 upper receiver will not fit on an MGI lower and a mil-spec AR-15 bolt carrier will not clear any lower that takes AK magazines.

Sorry this wasn't answered sooner. No it will not. AR-15 bolt carriers will not work with a platform of rifles that accept AK mags. The bolt carriers dimensions of these two platforms are machined differently.
